About the Organization
Salvaspeo Romania is a professional legal organization, a private law, non-profit entity (NGO), founded in 2001 by the Romanian Federation of Speleology (FRS) and the Romanian Association for Speleological Education (ARES). Its members are certified cave rescuers (salvaspeologists), individuals who form the General Assembly, which delegates leadership responsibilities to a Board of Directors and a President.
Law 402/2006 grants Salvaspeo Romania the status of a national organization with responsibilities in representation, regulation, training, and coordination in the field of cave rescue (salvaspeo) across Romania, as well as legitimacy for international representation.
Cave rescue interventions are carried out by accredited County Public Cave Rescue Services, through Operational Cave Rescue Teams. These teams are organized in cooperation with County Councils in areas with karst phenomena and caves that pose accident risks to citizens.
Salvaspeo emergencies are integrated into the national emergency service 112. Cave Rescue Teams operate in coordination with institutions involved in the national emergency management system, which is overseen by the Government of Romania through the Emergency Dispatch Center of the Ministry of Internal Affairs.
Karst and Caves
There are over 12,000 caves in Romania, most of them located in the Carpathian Mountains region.
Speleologists are organized into caving clubs affiliated with the Romanian Federation of Speleology.
There are specialized courses that teach people how to explore both horizontal and vertical caves. These courses are organized annually by the Romanian Association for Speleological Education.
Insurance
Medical emergencies in Romania are free of charge, and accordingly, rescues from the speleological underground environment are also free of charge in Romania.
